The primary purpose of this workstream
was to review the output from Domestic CoS
Solutions and to assess whether there was
a positive, negative, or neutral effect
on non-domestic processes and data. In November
2004 it combined with the Domestic CoS Solutions
workstream to finalise the solution options
which were progressed through industry governance
via the Governance Workstream. It was also
asked to develop specific solutions where
additional requirements for the non-domestic
market were identified.

A set of draft proposals were developed
by the Domestic & Non-Domestic workstreams,
and issued to the industry for review
on December 20th 2004. The detail of these
